Why Rail Misses The Station

The Four Economic Realities Rail Ignores

As Calgary's population grows and regional connections deepen, we face a defining decision: how do we move people efficiently, affordably, and sustainably — without anchoring our future to outdated, rigid infrastructure?

Traditional rail systems, despite their historical appeal, fail to account for four core economic truths that will define the next 50 years of Alberta's growth.

01 / Induced Demand
More Capacity = More Congestion
Adding rail capacity doesn't eliminate congestion — it attracts it. When you build more, people use it to the point of overcrowding. Toronto, Vancouver, and San Francisco all expanded rail only to face overcrowding and high future expansion costs.
02 / Fixed Value of Time
Speed Unlocks Opportunity
The average person commits roughly one hour per day to commuting. That hasn't changed in decades. What has changed is how far they can travel in that time. Faster, flexible systems unlock regional transformation.
03 / Operational Costs
Human + Mechanical Overhead
Rail is expensive to operate: tracks, crossings, switches, rolling stock all require continuous specialized maintenance. Labor costs alone are substantial, particularly when systems require human operators.
04 / Inflation Risk
Long-Term Budget Exposure
Rail's high fixed costs are exposed to long-term inflationary pressures on materials, labor, and energy. Tunnels can be built incrementally and operate with fewer labor inputs — a hedge against fiscal fragility.

Calgary's Choice: Green Line vs. Plan B

Current Plan: Green Line LRT
$6.2B
For 17.2 km of track
VS
Plan B: BoringCalgary
$8-14B
For 1,000 km of tunnel
02 / CHAPTER The Solution
01 / FUNDING
$0
Taxpayer Cost
Privately Funded
No government burden. BoringCalgary operates through a 50-year franchise with 30-year extension. Stations are funded by towns, developers, and businesses that benefit most.

Direct To Destination
Your POD never stops at another station. Adding more stations never impacts journey time. Whether going to station 2 or station 22, your trip is always direct.

While Las Vegas and Nashville are already building underground tunnel networks, Alberta has the opportunity to build a system 10 times larger — and do it privately.

03 / CHAPTER The Numbers

Project Economics

The Math Works

A privately funded model with revenue sharing, land development opportunities, and significant GDP growth for the province. No taxpayer risk. Maximum regional benefit.

Project Budget

1,000 km tunnel @ $5M/km$5.0B
22 stations @ $30M each$660M
5,000 vehicles @ $195k each$975M
3 maintenance facilities$300M
12 charging stations$150M
Engineering & contingency$1.0B
Total Project Cost$8-14B

Revenue from station sales: $2.2B (22 stations @ $100M each)

Annual Revenue Model

200,000 rides/day × 50km × $0.20/km$730M/yr
400,000 rides/day × 50km × $0.18/km$1.3B/yr
Franchise fee (tiered revenue share)$50-150M/yr
Land development partnerships$500M-2B
Time Saved Per Year
240M
Hours saved by Albertans if each saves 30 minutes daily on their commute
Productivity Value
$3.6B
Annual economic value at $15/hour minimum wage equivalent — consumer spending, family well-being
New Tax Revenue
$360M
Annual provincial and federal tax revenue from time savings alone (Alberta 8% + Federal 15%)

What 22 New Stations Unlock

Regional Transformation

22 new stations unlock the opportunity to develop new communities across 2,000–3,000 acres of new development space. Each community can develop their own area structure plan and amenities.

🏘️
New Communities
15,000–40,000 new housing units across mixed-density developments. $6–12B in total development value.
🎓
Stoney Nakoda Growth
Opportunity to develop the reserve into a town of 30,000 people, with potential for 2-3 new university campuses.
📦
Cargo & Logistics
Move goods 1 hour from warehouses to airports and customers. Same infrastructure, 24/7 operation, off-peak freight.

Development Value

Estimated values for 1,000 hectare mixed-density development

ComponentValue Range
Land Acquisition$500M–1.2B
Residential Build-Out$4–8B
Commercial/Retail$500M–1.5B
